Increase federal assistance to the poor for constructive behavior, i.e. doing well in school, not being convicted of a crime, etc... This will be paid for by reduction in spending by other programs. We need a federal agency that does what efficiency experts do in our private sector. This new federal agency had better pay for itself -- and much more -- by its very nature. |
